Regulations on the Department of Theoretical Electrical Engineering of the Faculty of Electrical Power Engineering and Automation of the National Technical University of Ukraine "Igor Sikorsky Kyiv Polytechnic Institute"

1. General regulations

1.1. The Department of Theoretical Electrical Engineering is a graduating department that carries out its educational, methodological and scientific activities in specialty 141 "Electrical Power Engineering, Electrical Engineering and Electromechanics" under the educational program "Electrotechnical Devices and Electrotechnological Complexes" and as the basic structural unit of the university.

1.2. The department is created under the condition that it includes at least five scientific and pedagogical workers, for whom the department is the main place of work, and at least three of them have a scientific degree or academic (honorary) title. The decision to create a department is made by the Academic Council of the University. Based on this decision, the rector issues an order to create a department.

1.3. The department is part of the Faculty of Electrical Engineering and Automation. The staff of the department are scientific, scientific pedagogical, engineering and technical workers, teaching and auxiliary personnel, doctoral students, graduate students.

1.4. The staffing of the department is approved by the rector of the university on the proposal of the dean of the faculty.

1.5. In its activities, the department is guided by the Constitution of Ukraine, laws and other normative legal acts of Ukraine, the Charter of NTUU "KPI", the Internal Rules of NTUU "KPI" and these Regulations.

1.6. Issues that are not reflected in the Regulation are decided by the rector in accordance with specific circumstances in accordance with applicable law.

1.7. Based on this model regulation, a regulation on the university department is being developed, which is approved by the rector of the University.

2. The main tasks of the department

2.1. Ensuring the educational process in accordance with educational standards for graduate students education.

2.2. Providing practical training for people studying at the university due to their practice at the department theoretical electrical engineering according to the concluded contracts.

2.3. The implementation of educational, scientific, innovative, international and other activities.

2.4. Ensuring the creative activities of participants in the educational process. Preservation and enhancement of moral cultural, scientific values ​​and achievements of society.

2.5. Establishment of international relations in the production of international activities of the university in the field of education, science, sports, art and culture.

2.6. Providing training for graduate students and doctoral students and specialists of an innovative type, the formation of a modern scientific human potential capable of ensuring the development and implementation of innovative scientific developments.

2.7. The development of textbooks, teaching aids and scientific papers, methodological and other publications on the profile of the department and ensuring the academic presence of the department on the global Internet.

2.8. Organization of internships and advanced training of scientific-pedagogical and scientific workers of the department.

2.9. The activities of the department are carried out on the basis of the annual work plan of the department, covers areas and tasks, specified in these Regulations. The work plan of the department is discussed and approved at its meeting.

2.10. The main tasks of the department are discussed at a meeting of the department. The decisions taken at the meeting of the department is binding on her employees. Meetings of the department are held at least once a month. The meeting of the department involved scientific and pedagogical and scientists of the department. A meeting of the department is considered competent if at least two-thirds of the scientific, pedagogical and scientific workers for whom the department is the main place of work. The decision of the department is made by a simple majority of votes present at the meeting the department. During the meeting of the department, a protocol is kept, which is signed by the head of the department (his deputy) and the secretary of the department. Other persons may be invited to a meeting of the department.

3. Department functions

In the field of educational process:

3.1. Providing training, the implementation of control measures in the disciplines of the department in accordance with higher education standards and regulations on the organization of the educational process, curriculum and curriculum programs;

3.2. Submission of proposals of the dean of the faculty on the formation of the schedule of studies;

3.3. Providing practical training for students in the specialties of the department;

3.4. Organization of the conclusion of agreements to ensure the practical training of students;

3.5. Preparing students for participation in olympiads, contests;

3.6. Certification of students in the specialties of the department, ensuring the effective work of the relevant examination commissions;

3.7. Organization and conduct of entrance tests and additional entrance tests to the second level of higher education for a master's degree;

3.8. Appointment and organization of work of curators;

3.9. Participation in entrance examinations to the third level of higher education to obtain a doctor of philosophy degree.

In the field of methodological activities:

3.10. development of programs of educational disciplines of the department;

3.11. the creation of textbooks, teaching aids, other educational and methodological publications in the disciplines of the department;

3.12. development of assessment tools for students' competencies acquired during the training process and the criteria for such an assessment, rating student knowledge assessment systems;

3.13. peer review and examination of educational and methodological publications in the disciplines of the department;

3.13. organization and conduct of methodological, scientific and methodological seminars of the department;

3.14. participation in the development of information packages of the faculty.

In the field of scientific and innovative activities:

3.15. Providing highly effective scientific and innovative activities of the department for scientific and pedagogical employees, doctoral students, graduate students and students, research in areas approved by the established procedure for the development of science and technology, areas of innovation;

3.16. Organization of training of highly qualified scientific personnel in fundamental, natural and engineering areas with the involvement of leading scientists of the university and academic institutions in the scientific leadership;

3.17. Participation in the development of innovative structures on the basis of the university (science park, technology park, business incubators) in priority research areas of the department;

3.18. Implementation of measures to create intellectual property rights and intellectual property rights, as well as technology transfer, in particular through the innovative environment of the Kyiv Polytechnic Science Park, and the implementation of licensed contracts;

3.19. Implementation of international scientific projects and programs, grants, contracts commissioned by foreign organizations and companies;

3.20. Implementation of organizational and methodological activities in order to increase the citation of scientific work of employees departments, expanding the presence of their scientific publications in journals and conference materials included in international scientometric databases (Scopus, Web of Science, etc.).

In the field of organizational activity:

3.21. Submission of proposals on the formation of personnel and staffing;

3.22. Organization of quality control of conducting training sessions, practical training of students;

3.23. Establishing and maintaining relations with the structural divisions of the university and other organizations;

3.24. Assistance in advanced training of scientific and pedagogical workers of the department;

3.25. Organization of events for career guidance and attracting people to study in the faculty;

3.26. Organization of work on the creation and maintenance of the official website of the department (3-5 interesting materials for a week, oriented to the target audience) and the information and telecommunication system "Electronic Campus" in accordance with the Regulation on a typical site Department of NTUU "KPI"

3.27. Providing information on the results of the department;

3.28. Ensuring the participation of employees of the department in the work of expert councils, commissions, groups of MES of Ukraine, specialized scientific councils;

3.29. Document management and ensuring the transfer of documents to archival storage;

3.30. Determining the rating of scientific and pedagogical staff of the department;

3.31. Creation and maintenance of information and communication resources in the domain zone of kpi.ua university.

In the field of international activity:

3.32. Preparation (together with DIC) of draft cooperation agreements with units of foreign universities and organization of their implementation;

3.33. Initiation, holding, formation of the program of international conferences at the level of the department, faculty;

3.34. Preparation of project proposals for participation in international competitions, programs, funds, grants;

3.35. Participation in international scientific research and publication in international publications;

3.36. Delegation of employees to participate in international conferences, seminars, competitions, exhibitions;

3.37. Providing training for international students;

3.38. Development of academic mobility through participation in international programs and projects;

3.39. Submission of proposals on the creation of joint structures with foreign partners (laboratories, centers, scientific groups, editorial teams, consortia, etc.);

3.40. Ensuring the participation of employees of the department in international professional organizations (mechanics, electricians, materials scientists, welders and other similar professional associations)

3.41. Coverage of the results of the educational and scientific activities of the department in English.

Management of the department

4.1. The department is headed by the head of the department, who cannot be in office for more than two terms.

4.2. The head of the department must have a degree and / or academic (honorary) title in the profile of the department.

4.3. The head of the department is elected by competition by secret ballot by the Academic Council of the University for a period of five years from taking into account the proposals of the labor collective of the faculty and the department. The rector of the university concludes a contract with the head of the department.

4.4. The head of the department provides the organization of the educational process, the implementation of curricula and training programs disciplines, monitors the quality of teaching academic disciplines, teaching and research activities of teachers.

4.5. The head of the department provides the functions of the department and the execution of orders, orders and instructions of the rector, Dean, the creation in cyberspace (global Internet) of a holistic positive image of the department as a unit of the university, capable of compete in the international market for educational and scientific services.

4.6. The head of the department is subordinate to the dean of the faculty and acts on the basis of the job description and contract conditions. Accordingly, the Regulation on the supervisor of the unit (institute, faculty, department) at the department may elect a supervisor and scientific adviser.

4.7. The department is financed within the limits of the faculty. Organizational support financially The economic and scientific activities of the department can be carried out through the appropriate units at the faculty level.

The termination of the department

5.1. The termination of the department is carried out by its reorganization or liquidation.

5.2. The activities of the department are terminated by order of the rector in the manner and on the conditions provided for by the Charter of NTUU "KPI" and current legislation of Ukraine, by decision of the Academic Council of the University.
